Biography

Sébastien Meeùs is a doctoral researcher in law at the Université libre de Bruxelles (ULB), jointly supervised with the Université de Montréal (UdeM). He is a researcher at ULB’s Perelman Centre for Legal Philosophy and at the Université de Montréal’s Cyberjustice Laboratory, as well as a member of the Smart Law Hub. He is also a teaching assistant for the Data Law course at ULB.

His research examines the regulation of digital environments and the transformations in normative practices brought about by technology. It focuses in particular on personal data protection, Web3, video games, immersive environments and, more broadly, the interactions between legal rules, technical systems and uses. As part of his research, he has contributed to the development and evaluation of legal technology tools such as GDPR120Q and JusticeBot, designed in particular to analyse compliance, structure legal information or support the exercise of rights. He also contributes to VIRAJ, a project devoted to the virtualisation of judicial practices, notably through the development of a virtual reality courtroom and simulation tools for studying the uses of digital twins, virtual reality and hybrid environments in the judicial context.

Taking a global law perspective and using an empirical and pragmatic approach, his thesis analyses how bringing technologies into compliance reshapes the distribution of responsibilities among regulators, companies and individuals. It develops, in particular, the hypothesis of integrated compliance, whereby legal requirements and the mechanisms for communicating and exercising rights no longer rely solely on external documents or procedures but are progressively incorporated into the architectures, interfaces and technical systems themselves. His work therefore examines the conditions under which technology can become not only an object of regulation, but also a means of effectively implementing rights.

Committed to sharing legal knowledge in accessible and original formats, Sébastien created the Legal Pixels YouTube channel, dedicated to the relationship between law, technology and digital cultures. He also received ULB’s 2023 Prix de la diffusion scientifique for his CyberLex videos.
