The Inter-American Reception of the U.S. Counterterrorism Doctrine

This article analyzes the migration of the U.S. counterterrorism doctrine and its reception in the Inter-American legal system. For so doing, it inquires into (1) the emergence of the counterterrorism doctrine after 9/11 in the United States, and the influence it had in the creation and implementation of the (2) Inter-American Convention against Terrorism and the (3) Colombian Security doctrine Seguridad Democrática. This three-layered analysis provides a comprehensive account on how the U.S. counterterrorism doctrine became a leading global discourse against terrorism. It shows how the discourse changes throughout these three layers to gain legitimacy, and particularly how it is transformed when it reaches new sites of reception.
